The Truck New Act enacted in 2025 marks a turning point in reassessing issues such as labor shortages, long working hours, and multi-tier subcontracting structures—problems that became more pronounced amid the deregulation trend that followed the 1990 “Two Logistics Laws.” Going forward, the industry will shift from an era of “shipping as cheaply as possible” to one where goods must be transported “under appropriate terms, in a way that can be clearly explained and substantiated.”

At the same time, many on-site and management leaders voice concerns such as “We don’t know where to start” and “We’re unsure how to review contracts with shippers and partner companies.” This seminar organizes the key points and background of the legal revisions—centered on the Truck New Act—while explaining the perspectives required of both shippers and carriers, how smaller operators can become the ones “selected” by customers, and how to use these reforms as a catalyst for data utilization and DX initiatives.

He moved to Tokyo as a newspaper scholarship student and studied political thought history at Waseda University and its graduate school. After working on supply chain management and core system implementation projects at PwC Consulting, he led logistics policy and DX projects for government agencies and industry organizations at Nomura Research Institute. In 2020, he founded Ascend Inc. with the goal of “maximizing the value of the logistics industry.”
