Logitec Inc., a CAMCOM Group company that addresses social challenges related to “work” through business (hereinafter “Logitec”; Head Office: Shinjuku-ku, Tokyo; President & CEO: Takashi Nawata), announced on February 3, 2026 the launch of the “25 (Nii-Go) App,” a solution designed to support the creation of the Actual Transportation System Management Ledger, which will be required for cargo utilization transportation operators as well, following the amendment to the Act on Trucking Business (*1).
This app integrates with day-to-day dispatching and communication operations conducted on-site, and based on the information entered, automatically generates data containing the items required for the Actual Transportation System Management Ledger. In response to the industry challenge identified in a survey conducted and published by Logitec (*2)—that “contract and transaction management still relies on paper and Excel”—the company aims to achieve both legal compliance and operational efficiency through a system that can be easily implemented in the field.

With regulatory revisions, analog management becomes a “management risk”

In recent years, the logistics industry has faced labor shortages associated with the “2024 issue,” and regulations on shippers and prime contractors have been strengthened due to the amendment and enforcement of the two major logistics-related laws (including the Act on Trucking Business). In particular, the amendment to the Act on Trucking Business will require the preparation of an “Actual Transportation System Management Ledger” to clearly identify the party ultimately responsible for transportation, as well as the “issuance of written contract terms” to improve transparency in contractual arrangements. However, many operations still rely on analog methods—“dispatching by phone, and recording and managing information on paper or in Excel.” As a result, the following issues are becoming increasingly serious.

【1】Black-boxing of multi-tier subcontracting structures
With phone-based communication alone, it is difficult to determine who is actually transporting the cargo (and at which subcontracting tier), making it challenging to prepare the ledger required by law.

【2】Increasing administrative workload
As subcontracting structures and contract terms vary by shipment, the workload required to issue documents and manage records expands—yet many organizations cannot allocate sufficient personnel resources for these tasks.

【3】Risk of compliance violations
Omissions in required entries or delays in updates may lead to administrative penalties.

Against this backdrop, Logitec Inc. developed the “25 App,” a solution that supports the creation of the Actual Transportation System Management Ledger with the aim of providing a mechanism that “helps ensure legal compliance simply by using it—without increasing the burden on the field.”

What you can do with the 25 App

The 25 App is an application that enables you to centrally manage information linked to a single shipment (one case) and one route.

・Management of transportation request information
・Recording the actual transportation structure, such as the prime contractor, first-tier subcontractor, and second-tier subcontractor
・Management of the vehicle number and driver information for the actual trip

By simply entering information as part of daily dispatching operations, the Actual Transportation System Management Ledger is automatically created and updated, and can be viewed in a list and output as a report.

【1】Automatic creation of the Actual Transportation System Management Ledger (Compliance with the legal amendment)

By simply entering and linking partner company and vehicle information when placing a dispatch request, the actual transportation structure (a tiered structure such as prime contractor, subcontractor, and sub-subcontractor) is automatically visualized in the cloud. The information is stored as data for the “Actual Transportation System Management Ledger” required for compliance, and can be output at any time.

【2】Real-time linkage for vehicle number notifications and completion reports (Operational efficiency)

The app replaces analog tasks previously handled via phone or email—such as vehicle number notifications—and paper-based work such as collecting signed delivery receipts. Because drivers and partner companies can share information in real time, it significantly reduces the workload for handling inquiries and administrative tasks.

Future roadmap

The 25 App will be available for a wide range of users, from small and mid-sized trucking operators to companies with multiple sites and many partner firms. We will propose the most suitable plan according to each customer’s usage scale and operating needs. While the app currently focuses on the automatic creation and updating of the Actual Transportation System Management Ledger, we plan to actively expand its features to further improve convenience for the logistics industry. Through this app, Logitec Inc. will promote “visualization of multi-tier subcontracting structures” and “improved on-site productivity,” contributing to the creation of a sustainable logistics environment.
