Turning Legal Revisions into Opportunities: Proactive Logistics Management Strategies Free Online Seminar to Clarify the New Trucking Act and the Two Core Logistics Laws

Logitec Inc. (hereinafter “Logitec”), a member of the CAMCOM Group that addresses social issues related to “work” through its business activities (head office: Minato-ku, Tokyo; Representative Director: Masaomi Kawamura), will host a free online seminar titled “Turning Legal Revisions into Opportunities in Logistics Management – ‘Next Moves’ Learned from the Two Core Logistics Laws” on Thursday, December 11, 2025.

For this seminar, we welcome Ms. Mizuki Kusaka, President and CEO of Ascend Inc. (head office: Shinjuku-ku, Tokyo), as guest speaker. The session will focus on the so-called “New Trucking Act” (*1) and the “Two Core Logistics Laws” (*2).

*1: “New Trucking Act” refers to the Act Partially Amending the Motor Truck Transportation Business Act, promulgated by the Ministry of Land, Infrastructure, Transport and Tourism on June 11, 2025.
*2: “Two Core Logistics Laws” refers to the Comprehensive Logistics Efficiency Act (Logistics Efficiency Act) and the Motor Truck Transportation Business Act. Revisions to these laws came into force on April 1, 2024, under the jurisdiction of the Ministry of Land, Infrastructure, Transport and Tourism.

The Trucking Law enacted in 2025 marks a major turning point in addressing issues that arose from the deregulation triggered by the “Two Core Logistics Laws” of 1990—namely labor shortages, long working hours, and multi-layered subcontracting structures. Going forward, the focus will shift from simply “moving freight no matter what” and “moving it as cheaply as possible” to “moving it under appropriate conditions” and “moving it in a way that can be clearly explained and justified.”

At the same time, many on-site and management personnel are voicing concerns such as: “We don’t know where to start,” and “We’re struggling with how to review contracts with shippers and partner companies.” In this seminar, we will整理 the key points and background of the latest legal revisions, with a focus on the New Trucking Act, and discuss:

The perspectives required of both shippers and carriers

How smaller operators can become a “chosen partner” rather than just one of many

How to use these legal changes as a springboard for data-driven management and DX initiatives

Mizuki Kusaka, President & CEO, Ascend Inc.

After moving to Tokyo as a newspaper scholarship student, Ms. Kusaka studied political thought history at Waseda University and its graduate school. She began her career at PwC Consulting, working on supply chain management and core system implementation projects, then joined Nomura Research Institute, where she led logistics policy and DX projects for government ministries and industry associations. In 2020, under the mission of “maximizing the value of the logistics industry,” she founded Ascend Inc.

Masaomi Kawamura, President & CEO, Logitec Inc.

After graduating from the Faculty of Foreign Studies at Sophia University, Masaomi Kawamura joined the CAMCOM Group (formerly Sogo Career Group). He was a founding member in launching the short-term staffing business “Baitore,” and later served as President & CEO of Baitore Inc., established to operate the business.

In 2021, he founded Logitec Inc. and assumed the role of President & CEO. From a position that integrates warehousing, transport, and human resources, he provides logistics solutions that combine on-site operational improvement with a strong management perspective.
